2008 Legislative Session

Restoring local control to public schools by repealing the common school code.
Revised for 1st Substitute: Creating the select committee on repealing education statutes.

As some of you may have heard the state Legislature is looking at repealing the education code.  This bill has passed the Senate Education Committee and is being assigned a task force to look into it.  This bill is aimed at public education but could affect Home Based Instruction.  This bill has bi-partisan support in both the house and the senate.   We are currently watching this bill very closely and will take action where it is needed.

I actually worked with many of these legislators before.  This is a way for them to completely rewrite the ed code so it won't be the huge mess it's currently is in.  They are giving all poepleinvolved time present what they need before the law takes effect in 2011.  From what I have been able to determine there is alot of support for this bill in the house and the senate.  McAuliffe is up for re election this year and she wants to see it pass this session.  Also education hasn't been a hot topic in the last couple of years, coupled with a huge presidental election, a failing ecnomy and a unpopular war, this is their best chance of getting it passed quietly.  This bill has alot of bi-partisan support so it does have a chance of being passed.  They most likely are not going to pull out all of the RCW's that apply to home-educators. I will conjecture that if this bill passes, one of the goals will be to codify the 3 types of education in this state into their own seperate RCW's.  It also means that the HBI could get reworked, for better or worse.  On the negative side it will open us up for different regulation, on the plus side we would get seperated out of all the public school RCW's so when changes are made it will be less likely to effect us.
